The right Democratic System for Pakistan?

After failure of Military Rule, Caliphate, and Bangladesh Model in Pakistan, There are given two forms of  Presidential-ism, a form of government in conformity with democratic principles to consolidate good governance in the county.These are 1) Radical Presidentialism 2. Mainstream Executive Presidentialism. According to Radical Presidentialism, a cabinet should be appointed by the president which should be consists of best personalities throughout the country under JCE which will bring the honest people on the top of positions of parliamentarians, heads of critical institutions, and cabinet appointees. In this system at least 70% MPs should be with master's degree and 30% with matriculation. The voter only with secondary level of education should be able to cast a vote. No institution of the country is ready to embrace such kind of system because of the complex issues related with the nature of selection and power of JCE. Other problem is with the education of voters who are mostly uneducated in the country. This system create a situation which leads Pakistan to the resemblance with the system of apartheid-era of South Africa and 1800s USA. According to this system, only wise and educated people should run the country. But this will create more tension in back-warded areas of Sindh and Balochistan where there is already great political and ethnic tension created by separatists. The existing political elements man not accept this system and may spread violence and lawless in the country. Political and technical problems will be created compulsively by incompetency of administration or military rule. This proposal of governmental form may lead us to abolition of country. According to the Mainstream Executive Presidentialism, This system also gives greater power to president who is responsible to people rather than parliament but it will lead to greater problems for multi-ethnic countries.
